  15. <p>    Sam Nunn's Secret Weapon. The controversial FBI report on
  16. John Tower was not the only evidence against him. Senate Armed
  17. Services Committee Chairman Sam Nunn had a record of his own:
  18. wavering Senators who visited Nunn's office could read a thick
  19. manila folder that the Georgia Senator called the "X" file. It
  20. contained scores of additional allegations, sent to Nunn from
  21. a variety of sources, about Tower's gamy behavior.
  22. </p>
  23. <p>    Stop Payments. Democrats from across the political spectrum
  24. have made a show of welcoming Ron Brown as the first black
  25. chairman of the Democratic National Committee. But while arms
  26. are open, some purses have snapped shut. Dozens of major donors
  27. and fund raisers are saying that for now they will not be
  28. writing checks to the D.N.C. They claim to be put off by Brown's
  29. links to party liberals like Edward Kennedy and Jesse Jackson.
  30. Says one disgruntled deep pocket: "It's not his race; it's his
  31. rabbis."

  33. <p>    The One That Got Away. When the Tower nomination came to a
  34. vote, Senate Minority Leader Robert Dole managed to corral
  35. every Republican vote but one, that of his colleague from
  36. Kansas, Nancy Landon Kassebaum. Alf Landon's daughter, who is
  37. notoriously resistant to party pressure, was believed to be
  38. repelled by Tower's ties to national-defense contractors.
  39. </p>
  40. <p>    Although Dole expected Senator Kassebaum to come around
  41. when the other Republicans fell into line, he was openly uneasy
  42. about her the day before the vote. Yet an unwritten rule forbids
  43. a Senator to lean on a colleague from the same state. That
  44. practice was certain to be honored in the case of Kassebaum,
  45. says a Dole aide, "because she's extremely intelligent and very,
  46. very independent. We can't go near her.
